You have to understand even if you assumed a low-end base purchase price of this car of 70k that for 60k miles, 10% of the value of the car for repairs is not unreasonable.
But in regards to the valve seal job, I would opt for a new engine altogether if we're comparing a difference of 2-3k between a repair on an old engine and a brand new one, considering the risk of other worn components failing in the near future.
The sad thing comparing this to an eco car though is at 100k miles it's typical to replace some bushings and timing belt, whereas in the 550 the whole engine is a typical wear and replace item for the same period. Your Camry isn't pushing 400 bhp though.
