If you are experiencing (or the check reveals) certain symptoms such as coolant loss or release of exhaust gas into the cabin they will retain the car on the basis that it is dangerous to drive. They don't automatically change the EGR immediately unless the initial inspection concludes that it needs to be replaced. My understanding is that all will be replaced eventually and this programme determines the priorities.
