So it does appear to be a common design or materials problem with the cap, but only a few owners seem to want to track down the cause. I guess all the rest are just money in the bank for BMW parts and Dealer installs.
I put some duct-tape over the top of the cap as you can see how parts of the washer logo white rubber have perished and water comes out. So I check under the hood today and no water is visible. I cannot wait to receive the new caps.
