I had a concealed carry permit in El Dorado County, CA, when I lived there. At least when I lived there (2000-2004) it was possible. It was up to the Sheriff though, so it difficulty in obtaining one was kind of capricious depending on where you lived.
Left because of housing prices going nuts and general cost of living. State was going through budget and school issues, wife was a new teacher that couldn't find work, etc. Not being able to own a gun wasn't among my issues with CA.
