These guys are out of California and take solid OEM replacement rotors (can't recall the supplier, but I recognized the name) and slot/drill them. As I live in the UK, it ends up being cost prohibitive for me to buy from them due to import fees, but I did spend about 20 minutes on the phone chatting with a guy from Brakenetic. It seems like a pretty legit operation, but I obviously have no direct experience with them other than a conversation. The guy I spoke with was really knowledgeable, though.
Over here in Europe, I've found cross-drilled rotors right out of the box from a company called Zimmerman, so that's what I'll be buying when I finally pull the trigger on all this brake upgrade stuff.
