Turbo oil leak

Not sure whats going on but I found a small oil spot on the garage floor today. The car has been setting for a couple of days. Pulled the bottom under cover off and took a picture of where the oil is coming from. I tracked the vacuum line and found it was making contact with a pipe that is running to the manifold or the water pump not sure but it was making contact. Working my hand in the small area the vacuum hose felt like it was frayed on the backside that was rubbing against the pipe. I will take it off tomorrow just curious should oil be in that hose. Its connected to a vacuum control value on the passenger side of the engine and runs down to the vacuum connected to the Turbo. I guess the other question is the Turbo leaking oil or is the oil in the line by design and the vacuum line has a hole in it where it is rubbing against the pipe and its leaking. appreciate any help with this.
