I'm going to guess the units are wrong on a hunch.
137kPA is 19.87 psi. That would also explain why the graphic thinks that it's currently reading the "low end" of typical range.
I recall decent idle oil pressure on my Porsche which had a gauge being 1-2bar (1 bar = ~15psi) and 4-5 bar cruising.
