A few have questioned why I and others mentioned the FIA messed up on the points. It seems several team principles have similar views including Christian H.
In short if a race is reduced for any reason then the points are pro-rated as everyone thought it said in the rules but now will be fixed for next year, seems simple enough. Teams suggest points rule change will be fixed for next year. Christian Horner says F1 made a mistake with revised points rules |

From what I took after watching the race is that it was Checo that sealed the championship for Max by pressuring Chas into a mistake knowing of the 1.75's front tyre weakness and it paid off with Chas leaving the track with the front running away from him and suffering the penalty for that otherwise it would have to have gone into Austin. Max needs to buy Checo another tequila, a big one

Its all in the sentence: "If a race is suspended in accordance with Article 57, and cannot be resumed," So all those alternate points in the table, corresponding with how much of the race distance is driven, are only applicable if the race is stopped and hasn't been resumed in the maximum time limit. That situation didn't happen in Suzuka. But I agree that it would be better if the rules should say that those alternate points table should be applied when targeted race distance was not met because a suspension of the race took place anywhere during the race, even if it's restarted after the suspension. Less driven laps, less points, but I'm saying that from a spectator point of view. But what the real/original intention of that rule was is always difficult to retrieve. Why did the writer feel it was necessairy to specifically write: "and cannot be resumed"? Because in this case, the rules don't meet the expectations of people because something is not written, but because something is written. And that is always a difficult one to tackle. Because there is something to say for when the race is restarted, to grand maximum points. When the race is stopped at some point and isn't restarted, one could argue that it messes with a teams/drivers strategy, and is therefore disadvantaged if their strategy was to be faster at the end of the race (and slower in the beginning) than vice versa. In that case it wouldn't be fair when a driver or team gained any profit from that. However, if the race is restarted, they can switch tyres, and can even make some small (restricted) changes to the car, which can be used to tend to an alternate strategy. So that gives the team that had a previous strategy to be faster near the end of the race to adapt. Who knows something like this played a role when choosing the final words that they used in the sporting regulations rulebook.
