It's normal. Igniter contains pellets that are ignited, which in turn creates the gasses that inflate the airbag.

I've not experienced any rattling sounds in a few airbags that I've handled, which is why I wrote that rattling in the airbag is not normal.

Some airbags have the pellets packed more tightly than others, but it's well within what is considered normal.
