Front Passenger door lock

My front passenger door lock failed to lock and unlock using either remote or dash control. I have soft close door function. I can unlock by pulling the inside handle still. The lock rod can be pushed down to lock still. Is this a fuse problem or actuator issue. I pulled couple fuses and they all look good but still has a couple not able to reach. I would like to know if anyone has the same experience before I send it to dealer.
If fuse, aren't all the locks will have the problem?
Thanks

It sure sounds like a lock actuator to me. My driver's door lock did the same thing before I had it replaced.
