I believe compatible as grilles and hood lines are the same. however if I were you I would just call BMW dealership and ask. there could be parts that are not interchangeable / i.e. LED fogs for instance.

To my knowledge, the only difference between pre-LCI and LCI m-sport bumpers are the position of the fog lights.

Pre-LCI fogs are positioned on the outer edges

LCI fogs are positioned in the middle

Suppose a non-LCI M-Sport owner wanted to install those LCI fog surrounds on their car without changing anything else, is it plug n' play by just swapping the surrounds?

No, the brackets that mount the fog lamps are integral to the front bumper cover and not designed to be swapped over.

The only differences in the bumpers are, as stated above, the fog lights (only LED) and the grills. The fog lights are attached to the bumper itself. If your car is not LCI the invest in the LED Fog lights would be nearly the same as you would spend on the bumper itself. Solution here is the M550d grills, which have no fog wholes. The grills itself are three times more expensive than the regular ones. Another solution would be to get a custom cut grill, again with no fog lights and disable the warm/cold monitoring to avoid iDrive error messages.
