Objectively yes. However, stock turbo does not flow enough for inlet to be restrictive.

Sounds like you should be taking the car to a BMW specialist such as a race shop at this point rather than throwing stuff at the wall to see what sticks.

Definitely can be an inlet restriction then. It's a known issue with the stock inlet when going Pure Stage 2. And as 95blkmax said, really should have mentioned pure stage 2 to begin with

i did a stock tune wot log today just to get some idea that maybe we can norrow down our problem. The wgdc is not 100 means the wg is working. What other clues do we get from here? Kindly help.

I installed an upgraded inlet pipe. I think the wgdc and boost taper issue is much better. Please advice.
